The Inquisitor — Sagor från Valoris

The church has priests to pray and paladins to burn. For the ones who weave — rune-bearers, seiðr-workers, the giant-blooded — it sends the Inquisitor: a soldier who carries no magic and wants none, trained to stand in a room full of sorcery and make it stop.

He does not merely resist the heretic's craft; he feeds on it. Every spell spoken near him is a debt he tallies — a Toll — and pays back in steel.

The Engine

Toll

You begin each combat with 0 Toll and gain it three ways:

HeresyWhen any creature you can see within 30 feet casts a spell — friend or foe alike — you gain Toll equal to the spell's level.

DisciplineOnce on each of your turns when you hit a creature with a weapon attack, you gain 1 Toll.

PenanceWhen you would gain Toll from Discipline, you can instead forgo all of that attack's damage to gain 3 Toll — you strike to bind rather than break, pressing the blade to take the heretic's measure instead of their blood.

You can hold a maximum Toll equal to 10 + your Fighter level. Unspent Toll fades when combat ends. You spend Toll on Judgments, and you know every Judgment of your level or lower. Your Judgment save DC is 8 + your Proficiency Bonus + your Constitution modifier.

Judgments

Judgment	Lvl	Toll	Effect
Reckoning	3	≤PB	When you hit with a weapon attack, before rolling damage, spend up to your Proficiency Bonus in Toll: the attack deals an extra 1d8 force per Toll spent. If you spend 3 or more, the target can't regain Hit Points until the end of your next turn.
Silence	3	3 ⟲	When a creature within 30 ft casts a spell, it makes a Constitution save against your Judgment save DC or the spell fails and is wasted. If it fails, you gain Toll equal to the spell's level.
Ward	3	2 ⟲	When a spell deals damage to you, halve that damage.
Confiscation	7	5 ⟲	When a creature within 30 ft casts a spell, you forbid it: that creature can't cast that spell again until it finishes a Long Rest.
Run It Down	7	2 ⟲	When a creature within 30 ft casts a spell, teleports, or moves, move up to your Speed toward it without provoking; if you end within reach, make one melee attack.
Purge	7	=lvl	When you hit a creature with a weapon attack, choose one spell affecting it and end it, spending Toll equal to that spell's level.
Chains of the Verdict	10	8	When you hit a creature with a weapon attack, bind it: until it succeeds on a Constitution save against your Judgment save DC at the end of each of its turns, it can't cast spells, teleport, or turn Invisible.
Interpose	10	3 ⟲	When a creature you can see within 10 ft is hit by a spell attack or targeted by a spell, you become its target instead — the spell affects you rather than them, and can be warded.
Turn It Back	15	=lvl ⟲	When you succeed on a save against a spell, or a spell attack misses you, spend Toll equal to the spell's level: its caster takes 1d8 force per level of that spell.
Condemnation	15	10	In place of your attacks this turn, pass mass sentence: each creature of your choice within 30 ft makes a Constitution save against your Judgment save DC, taking 6d8 force and losing Concentration on a failure, or half damage (Concentration held) on a success.

You gain the Toll engine described above and its three Judgments — Reckoning, Silence, and Ward.

Level 7

Iron Will

A mind drilled against sorcery does not flinch. You have Advantage on saving throws against spells and other magical effects, and you can't be Charmed or Frightened by anything you can see.

Level 10

Relentless

Whenever you spend Toll on a Judgment, you can move up to 10 feet without provoking Opportunity Attacks. You also have Resistance to force damage.

Level 15

Unmaking

When you succeed on a saving throw against a spell that targets only you, you take no damage and suffer none of its other effects — the magic simply breaks against you. If the spell would still affect you on a success, you instead take only half.

Level 18

Anathema

Your presence has become intolerable to magic. While you are conscious, any creature that casts a spell within 10 feet of you has Disadvantage on Constitution saving throws to maintain Concentration, and must succeed on a Constitution save or lose its Reaction until the end of its turn.

And you may pass a final sentence. When you hit a creature with a weapon attack, you can spend all your Toll at once as The Last Judgment: the target takes an extra 1d10 force per Toll spent, to a maximum of 12d10, and it can't cast spells until the end of its next turn (a Constitution save at the end of each of its turns ends the effect early).
